No. It would be illegal in the US. Under current regulations, external antennae cannot be used for the 802.11a frequncies.

That depends on your needs.

802.11a is pretty useless for the most part, due to very short range, the fact that you can get the same speeds from "g" devices, and the fact that it has a lower user base. If you don't have a pressing need for it, then you can just go with a combination b/g card with an external antenna jack.
