The WRT54G runs linux itself. You can connect to it with Kismet running on any Linux flavor (personally, it's Slackware).

The actual limit is 251mw. Most of the 3rd party firmwares have a limit of 84mw on the web interface, but if you use the CLI and wl utility you can bring it up to 251.
