Same sort of concept as the nocat.net fella did with the two pringles cans + nics, battery on the side of the mountain to bridge his house to his office.
You could probably setup a pringles can antenna on a large mountain somewhere and slowly turn it to stumble across APs. However you'd miss out on the GPS coordinates that way.

I am not too sure this would fly by the FCC too well... perhaps if it was all passive there wouldn't be a problem.. but you want to rebroadcast and transmitting over x amout of wattage is going to get you in trouble.
A way to get around this if you were lucky would have to be to go optical and almost have a laser quality repeater. The signal would have to be powerful enough not to dissipate, diffuse, and degrade. If you wanted to use radio waves you would have to find an unused/unregulated frequency high enough for this focus... though optical bursts would be your best bet for not being detected... though someone with the right type of visuals may be able to see the bursts and do further investigations.. and if it leads straight to your pad.. you are SOL, no plausible deniability there.
