First, understand the diversity switch is a SWAG, based on looking at the traces. See the image below for what appears to be the DS. You may be able to ebable/disable it in the firmware. It may already be enabled.
Secondly, I wouldn't expect to see any increase in the signal (or very little) when the antenna is "right against a wireless router". I might possibley expect to see a damaged router however. Move the router some distance away, (like several rooms at a minimum) and try again.
Are you using proper tools to analyse the RSSI?
Finally, from you desciption of the board layout, I'm wondering if there is a integral antenna to the case? It sounds and looks like the "ANT2" circle is possibly a contact pad.
