I think you are getting beakmyn's terms wrong. When he said "flip" What he meant to say was move.... Move C109 to C209 because it looks like there is no connection in the circuit without C209 being in place but you can be out of luck as of the values of the decoupling capicitors since you need manufacturer specs to know the exact values.... As of the tools you will need i suggest the METCAL PS800 which is a high quality smt soldering station...The best price i have seen so far for the METCAL PS800 is 180$ at HMC Electronics.
