You have such a tool allready : WZC, or your cards included Connection Manager. WZC shows an indicator for signal level for the detected AP's and your cards included CM probably also does that.
NetStumbler and MiniStumbler has never been, was never intended to be, and will never be a Connection Manager. They are auditing tools, written by Marius for his own needs, and then released to the public for others to use for the same purposes.
And IMHO if you are a admin of a large network, who are to lazy to either stop NetStumbler in order to connect to an accesspoint, or to stupid to figure out what the program is meant for, then you are already way in over your head in your current position.
