Hot duckety...I'm getting closer.
Just for giggles, I added the MAC addresses of both NIC cards to the "allow" list.
I reset the WRT #1 to "DHCP enabled" and plugged in the ISP's host and Domain names. I then reset the network address server setting to "DHCP forwarder".

I can now ping the ISP address. Still not "on the Internet" yet, but I think I'm getting close.
