Sounds like a lot of work.
It might be easier to make a suggestion to the guys at GE for it to honor the regional settings.

I don't see knsgem as being anymore than a curiousity.
You can always save up a bunch of files to convert to KMLs and then use them on any GE platform.
There are plenty of other scripts and converters that work with the other OSs for everyday use.
You might checkout
Beakmyn's,
Dutch's and
Mother's converters to see if they work better for your requirements.
After all I got most of my ideas from them.
