DBF is just a flat file format with a data file and index file, right?
Anyway, the locale issue may be two-fold. Is Netstumbler using the current locale or assuming US English? The second issue is either adapting to or ignoring the locale. My program has a similiar issue with the locale also, if I remember correctly, it shows up in the time stamp conversion.
In Windows if you use the language switcher application will it also switch the locale without a reboot?
