AFAIK you need specially adapted drivers, such as the proprietary drivers that is available with for instance WildPacket's Aeropeek application.
No wireless network card I know off, includes RFMON mode with the manufacturers drivers for the Windows platform, and I've never heard about a any WiFi card that supports promiscous mode. (RFMON and Promiscous mode are not the same).

Confirmed as working on a bcm4311 mini pci-e card. Which means that I can get more wireless tools working with that card in windows than I can in linux :/ then again my card is strange, e.g. it works with commview even though no broadcom cards are supported according to their site...
