If your using NS4 you can export the ns1 file out as WI-SCAN, then view its contents with notepad or similar editor. Look to see if you are recording 2 or more different non-zero coordinates for each AP.

Usually I've traced problems with insufficient GPS data to the wifi adapter's connection manager, whether it be WZC or other. Make sure your wifi isn't attempting to connect to various APs.
