It also does not specify where TCP\IP is to be left enabled, i.e., within
Netstumbler, within the wireless device, within the OS network settings, etc.

NetStumbler does not have any TCP/IP functions. It merely reads IP information from a device. TCP/IP is a OS function that operates on a given network device. Taken all together, for the given wireless device being used with NetStumber, TCP/IP functions have to be enabled for that device at the OS level in order to see any IP information in that column.
If don't understand where TCP/IP fits on a system, it would appear that you're in over your head in regards to networking. You might want to read this:
