Actually NS records lat/logn and signal once every second for all active networks, no mater whether signal or position has changed.

Awesome, Thanks for the quick replys! So before I upload to wigle, if I drive down one street and back up another netstumbler will do the calculations for accuracy in its NS1 file. This makes me reallly happy!

If you call picking the reading with the strongest signal level, calculating.. then yes that's correct.
Wigle on the other hand uses some sort of black magic numeric masturbation to calculate positions, being data uploaded doesn't meet the requirements for true triangulation. (antenna gain, signal bearing)
