That is usually a symptom ("security feature") of a "closed" access point. They don't respond to the broadcast probes that Net Stumbler sends out.

If you configure the client with the AP name AND switch off Auto Configuration in Net Stumbler, then a probe is sent with the AP name, and the AP responds accordingly.
