A friend did homeless outreach for 12 years, i.e. actively searched for the homeless to make sure they got some sort of assistance. Over the years, I would go out with him. One of the things I observed was that a lot of the mumblers had definite psychological problems such as schizphrenia. I remember one guy, in a lucid moment, said, "Who wouldn't go nuts living under an overpass." When helping him fill out paper work, we found out the guy had a MS from MIT in EE.
