This is not entirely accurate. Due to different countries regulatory constraints, you'll find that the same card can only output a certain amount of power when set/sold in a part¡cular country/region. For example, the Cisco 350 series can output up to 100mW, but in some EU countries this is limited to 50mW, and to 30mW in others. This maximum power output, along with many other "interesting" settings, are written in the card's PDA, when the manufacturer burns the firmware to it. It is possible (without having the manufacturer do it) to load a new PDA into some cards, namely Prism2 cards, with changed items such as MAC address, regulatory domain (allow all 14 channels, for example), etc.
It is true that some cards will only do 30mW or so by design, and it's not possible to up the power on those.
