Just for fun I was considering putting up a free web hotspot in my apartment building but had a few questions;

Using 2k Server and a second NIC, is there any way to force a new user to a terms of service splash page on connect, then register the MAC address as an "informed/authorized" connection?

And if I did this stating what services were available, like only web, POP3, vpn, etc, would I this open me up for more liabilty, mitigate any liabilty, or really have no effect?

I'm guessing the latter.
