192.168.0.1 and 169.254.252.131 help! :(

I have a wireless netgear 802.11G setup and I have a laptop wirelessly connected w/ a G card. came company same everything i know its compatable. I also have a PC Desktop connected via the lan over cat5 to the wireless router. well both the laptop and the desktop have windows 98. The laptop's ip is 192.168.0.5 and the desktops ip is 169.254.252.131 and the laptops subnet mask is 255.255.255.0 and the desktop is 255.255.0.0. can someone explain this? I tried reinstalling tcp/ip protocols and such. and also how can I fix this? i want to be able to share files between the laptop and the desktop

P.S. both the settings on the laptop and desktop in network properties are the same. set ip to automatically get thru dhcp server. there is no static ip set on either machine.
