The idea has been discussed before, although no one has come up with a definate plan. On the other hand, why does there have to be a "standard"? Declaring an AP as open to the public via the SSID isn't rocket science. Anyone could think of a hand full of names off the top of their head that would make it obvious to any WarDriver.
