Check books on WLAN design. TechRepublic has some WLAN design primers, too.
From my experience it varies widely according to a number of different factors, but 70% is OK as a rule of thumb for the design coverage area. I typically go for a 30% overlap in cell coverage to facilitate the handoff.
As to why your particular setup doesn't work, it could be a several different settings on either the laptop or the APs.
