What you're seeing is Windows configuring itself for the default 169.254 private B class network that it uses when it cannot find a DHCP server to provide a valid network address.
NetStumbler will not help you connect to the network, it's not designed to do that.
No one here will help you connect to a network that you are not authorised to use - if you think you're authorised to use the one at work, go have a chat with the network administrator, he will help you configure your system so that it can connect.
