I've hit some public nodes from a good half mile or so before with 2mb connections using a 500mW amp, a 12dB gain yagi, and a hermes based variant. Video tripods work GREAT for this. The downside was signal loss every time a bus or truck passed.. (read, rough line of sight, just enough additional interference killed it)
With decent line of sight a mile wouldn't be difficult, although maintaining anything reliable at that distance is a chore. How well is the public node broadcasting? That could be another variable in the equation.. if they already cover a block than you might have an easier time.
