interesting article, but the guy mixes up the terms "cognitive radio" and "spread spectrum."

uhh... WiFi already uses SS...
802.11 used FHSS (freq hopping)...now relegated to the lower speeds of 802.11b
the higher speeds use DSSS (direct sequence).
