The legality is determined by whether you have the right to "giveaway" or "resell" your broadband connection to a third party. Generally, the answer is no. When you read the fine print in your agreement or contract with your broadband provider you will usually find a prohibition against allowing third parties the use of your service.
If you, in fact, lease a commercial line (T1, T3, etc.), then your ability to provide free or resold service to your friends or customers is usually not an issue. Don't get caught giving away your broadband service. You may wind up loosing yours altogether. |

Sure. Get a commercial ISP connection. It will run between $500 to $1000 per month depending on type, provider and your locale.

The other issue you need to consider is, do you know your neighbors? And do you want to be responsible for what they're doing on the internet.
Keep in mind, people knew John Wayne Gacy and people knew Ted Bundy but did they really know them? You're opening a serious can of worms by even considering doing this. Leave serving the internet to the ISP's.
