Win98 and Netstumbler
Is it possible to use my d-link DWL 650 11mbps and my Win98 laptop to find hotspots while driving with the older version of Netstumbler. Also if I can where can I get the download of the earlier version.

No.
You can use a Hermes chipset card (eg ORiNOCO) with Win9x. The version of NS doesn't matter, as the OS is the deteremining factor. Please read the FAQs for details.
