Fab-Corp.com has them, but it is not under 20 bucks. It was $60. Just the cable on that antenna would cost you $20. You may be able to find a used one.
Make sure you get one with the ground plane built in, and with good cable. Don't get one with RG-174 cable.

There is an Orinoco 5.5 db antenna that goes for around 15 bucks. The problem is that it uses lossy cable, so you lose most of your gain. Also, that antenna needs to be mounted to something metal. The cable is not directly attached to the ground plane. It uses the car body for a ground plane. All of these things decrease performance, however, it is better than using the integrated card antenna inside of your car. It may be cheep, but it won’t have any near the same performance as the one in the pic you posted. It does have the card connector built in, so you don't need a pigtail.
Or you could try to find a used one. Again, available at fab-corp.com. Mention you are a member of these forums, could get a 7% discount.
