Any government handout should have conditions you MUST adhere to.

Even un-employment requires you to look for a job and show proof you contacted 3 places a week.

Annyeong haseyo. The problem is that the signal cannot go through the walls. You need "line of sight" between you and your friend. If you can't see your friends location, you probably can't connect.
