Proxim Orinoco b/g combo card and Xmit power levels

I have the 8470 proxim gold card and it says it supports "transmitter power control for optimal performance", so when I open the proxim utility, and hit up Current Status-> advanced, it says current Power level 50mW, but when I go to Profile Management -> Modify -> Advanced, it says Transmit power level 802.11b/g 100mW, I can use any of the power levels below 50, but none above (it lets me select them, but only ever shows the current power level as 50mW. I dont have any sort of power saving mode enabled, so Im guessing that its capped at 50mW. Im using the 3.1.2.19 version of the client utility. anyone have any ideas?

In the US, NY specifically, I bought the card from FAB-CORP. I thought it might be something like aregion restriction, but I thought that the Xmit power level limit was higher, like 1W here in the states for 2.4 GHZ here in the states.

8470 is limited to 50mw in EEPROM power tables in USA & Europe Regions

Some Atheros cards transmit maximal power when region is set to
JAPAN, when used with original Atheros driver.

All Atheros cards i have can be "boosted" up to 100mW with driver hack overwriting EEPROM values, power will be shown as 100mw in ACU. But I don't know if it will be real 100mW. I'am searching Atheros version of SoftAP to test it, but PCTEL is out, and I can found it anywhere.

wow, that sounds pretty involved, I have no idea how to even begin to do that...is it like a firmware flash?
