If the school is the only client they have on that antenna, then they should go ahead and swap it out with a nice panel/directional.

However if there are other clients on it.... best you can hope for is they either add an amp, maybe run an additional antenna lead for a directional, or beef up the current omni so its better.

Worst case is you get the panel for the uplink to the tower for the school. They cannot stop you from modifying your own kit
