The details provided is contact details for the Domain registration information which happend to be for an Internet Service Provider (ISP) company. Internet access provisioning in Nigeria is highly unregulated and highly driven by pure business considerations without adequate network security again spam/fraud from public users of the network.

The registered contact of the domain - turner-technologies.com - might be totally unconnected with your incidents of spams/fraud and simply a business guy trying to provide needed internet services to the public. It might be unfair to link him with this fraud.

Do more than just idly condemn. The information is there for contact. Contact the owner of the ISP, report the cases of spams, seek his/her assistance to track the real culprits.
